RE-ELECT Micah PO‘OKELA KIM AIU HOUSE DISTRICT 32 The Next Generation, Getting Things Done For Our Community Aloha, On day 1, I hit the ground running. I was appointed to the House Special Committee on Red Hill to address issues related to the Red Hill Bulk Fuel Storage Facility, water contamination and remediation, and all related impacts. Additionally, I am proud of our accomplishments in my first legislative term: • Appropriating over $1 billion to support the State’s response to the August 2023 Maui wildfires; • Enhancing the State’s fight against invasive species by appropriating $19+ million to the Department of Agriculture for biosecurity program; • Supporting Hawaii’s coffee farmers by requiring coffee products to be at least 51 percent coffee by weight from coffee grown in Hawaii before they can be labeled or advertised as originating in Hawaii; • Providing a historic level of tax relief to the State’s working families by increasing the standard deduction, and amending the income tax brackets to widen the applicability of lower tax rates; • Establishing a Business Revitalization Task Force within the Department of Business, Economic Development, and Tourism to improve the State’s general economic competitiveness and business climate; • Responding to the demand for increased Hawaiian language immersion education by appropriating $3.5+ million to the Department of Education’s Kaiapuni education programs; • Exempting from the general excise tax health care goods and services provided to patients who receive Medicaid, Medicare, or TRICARE benefits; • Authorizing the counties to amortize or phase out certain short-term rentals; • Increasing the monthly personal needs allowance for individuals living in long-term care facilities; and My work is not finished. Taking Action: • Supported HB 2216 which increases the state supplemental payment ceilings for type I adult residential care homes, licensed developmental disabilities domiciliary homes, community care foster family homes, certified adult foster homes, and type II adult residential care homes. • Coordinated with DOT and DTS to have new speed humps installed along Ala Aolani Street in Moanalua Valley and Ala Napunani Street in Salt Lake. • Supported HB 2526 which increases the penalty for a third or subsequent offense involving the unauthorized driving or operation of motor vehicles to a class C felony. • Passed HR 114 which requests that DOT install speed bumps, speed detection devices, photo red light imaging detector systems, and other safety measures in our communities. Getting Things Done: • Coordinated with DOT and DTS to have new speed humps installed along Ala Aolani Street in Moanalua Valley and Ala Napunani Street in Salt Lake. • Convened a rockfall mitigation working group and then introduced and passed HCR 134, which requires Hawaii Emergency Management Agency to submit grant requests to the Federal Emergency Management Agency for rockfall mitigation in Moanalua Gardens and Moanalua Valley. • Worked with Hawaii Emergency Management Agency to have a temporary emergency siren in Moanalua Valley. • Secured $50,000 for Oahu as grant-in-aid to expand feral chicken control programs. • Co-introduced HR 52 to create a stream maintenance working group. I also worked with Senator Brian Schatz and Senator Donna Kim to conduct a site visit to investigate the homes being affected by rockfalls along the Tripler hillside. Finally, I worked with Councilwoman Radiant Cordero to have Moanalua Valley stream maintained. My work is not finished. RE-ELECT Micah PO‘OKELA KIM AIU HOUSE DISTRICT 32 Providing Relief to Condominium Communities Getting Things Done! Aloha, As a priority this legislative session, I focused on issues facing condominium owners including the cost of insurance, which is crucial for many in our district. New legislators hardly ever get bills passed but a bill I introduced, SB 2600, passed. SB 2600 simply allows condominium documents to be delivered via email if available. This simple bill will save condo associations hundreds if not thousands on postage costs by not needing to mail out these documents. The legislature also passed bills addressing rising maintenance fees, ensuring those on fixed incomes can age in place. I am proud to have introduced and supported these measures that help our residents manage costs, making housing more affordable and sustainable in Hawaii. My work is not finished. Important Condo Bills: • SB 2600, SD 1, CD 1, allows the use of email for certain condominium-related documents, thereby reducing burdensome paperwork processes involved in purchasing condos. • SB 2726, SD 2, HD1, CD 1, requires the Legislative Reference Bureau to study how other states handle condominium-related issues, including the establishment of an ombudsman, licensing for management, alternative dispute resolution methods, governmental regulation, owner education, and access to documents. • HB 2315, HD 1, SD2, CD1, repeals provisions governing the use of electronic voting devices at condominium association meetings and clarifies the procedure for electronic meetings, electronic voting and mail-in voting. • HB 2685, HD 2, SD1, CD1, creates the Solar Hui Program, allowing multi-family residential property owners to invest in a fund that provides loans to low- and moderate-income households for installing solar energy systems. • HB 2801, HD1, SD1, CD1, transfers the administration of the Commercial Property Assessed Financing program from the counties to the Hawaii Green Infrastructure Authority. Responsive, Dependable, and Effective Making An Impact Aloha, I grew up in a single-parent household and know the challenges facing working families. Thankfully my grandparents were able to help raise me. Family is so important. That is why one of the first things I did after being elected was join the Kupuna Caucus. Government should be a resource and not a burden on families. I have and will continue to fight for issues that matter to working families by • Reducing the cost of living by lowering taxes and cutting wasteful government spending; • Identifying state resources that can generate new revenue to pay for essential services and infrastructure; • Coordinating with HPD to focus on police presence in high-traffic corridors and high-crime areas; • Providing more government services to address homelessness and mental illness; • Investing in housing and develop strategies to deliver more affordable housing; • Ensuring our roads and highways are safe and maintained; • Working with State departments, the City, and congressional representatives to solve issues.
